Washington, D.C.

The Jefferson Memorial was not finished until 1943.

So an early WWII version of Washington would not have one of these.

The Capitol building is the tallest building in town, by law.

Another small scale set of Washington buildings.

In real life they sit something like this, but not this close together and not much in between.  There are buildings around them, but not on the Mall.
